2120-garbage-Every ship shall carry a garbage management plan which the crew shall follow. Vessel is storing un-segregated garbage in areas not authorized by the GRB. Specifically garbage is being stored in SOPEP container in bosun storage area and on main deck. Provide C.A.P. from company to address storage of excess garbage. MARPOL 73/78 Annex V/9.2

Oil fuel pipes having a capacity of 500 l and above situated above the double bottom, shall be fitted with a cock or valve directly on the tank capable of being closed from a safe position outside the space concerned in the event of a fire occurring in the space in which such tanks are situated. PSCO found a blocking device in the HFO tank pneumatic shut-off valve preventing it from closing.

Resolution: Attended the vessel and cleared deficiency. PSCE also tested the shutoff and the ISM audit determined the block was place due to inbound transit.
