The meqans to stop the flow of cargo must be operable from the cargo deck, cargo control room, or the useual operating station of the person in charge of the transfer operation. Thecargo pump emergency stop buttons were reset but cargo engines were ubable to be started. Barge is restricted from conducting cargo operations until MI attends to witness proper operation of emergency cargo pump shutdowns.

Rule 24(b) of the 72 COLREGS states that when a pushing vessel and a vessel being pushed ahead are rigidly connected in a composit unit, they are regarded as a power driven vessel and must exhibit the lights under Rule 23. Running lights are inop. Vessel is restricted from nightime operations until navigation lights are operable.

Exposed hatchways on the freeboard and forecastle decks or on the tops of expansion trunks on Type “A” vessels shall be provided with efficient watertight covers of steel or other equivalent material. Repair/replace hatches covers on stern of machinery space, covers were found inoperable and unable to provide weather-tight conditions for space.

Due to weather, the dry dock inspection to be conducted will exceed the 5 year requirement. The vessel is prohibited from carrying cargo until the OCMI receives and accepts the ABS dry dock report, hull gauging report, and pictures of clean hull.
