Means shall be provided to control leaks of flammable liquids. Cargo spaces on cargo ships of 2,000 gross tonnage and upwards shall be protected by a fixed carbon dioxide or inert gas fire-extinguishing system complying with the Fire Safety Systems Code. PSCO observed delivery lines for CO2 to cargo holds No. 2 & 3 were completely broken; therefore one CO2 system and smoke extraction systems were inoperable for those holds.
