The Load Line marks shall be plainly visible. The ring, lines and letters shall be painted in white or yellow on a dark ground or in black on a light ground.
PSCO observed large amount of white paint missing from loadline on portside, making it hard to determing which load line was being used.

1730-oily-water separating equipment- Any ship of 10,000 gross tonnage and above shall be fitted with oil filtering equipment complying with paragraph 7 of this regulation. PSCO witnessed four operational tests of OWS. During each test, the OCM showed error of E3 after approximately 1.5 minutes of run time. PSCO was unable to witness OWS pump draw suction from bilge holding tank. Crew was unable to show system operating properly. MARPOL 74/78 Annex I/14 17ac

Resolution: Received, reviewed and accepted class report from DNV-GL stating the deficiency was rectified. Error code was due to vacuum loss. Issue was corrected and class witness proper operational test.
