Each towing vessel must have a reliable means to provide notification when and emergency conditions exist or essential system develops a problem that requires attention. The following alarms must be provided low hydraulic steering fluid level. Alarms must be visible and audible at the operating station and may be a summary alarm. Install all alarms to the satisfaction of the attending Coast Guard marine inspector.

The wire system that controls steering runs throughout the vessel and runs through several bulk heads and frames. There are indications that vibration and friction are causing the wire to fray while also cutting into the steel bulkheads and frames that it runs through. Provide means to prevent fraying and friction to prevent a future steering failure.
