Each towing vessel must be fitted with a general alarm that...has installed, in the engine room and any other area where background noise makes a general alarm hard to hear, a supplemental flashing red light that is identified with a sign that reads: “Attention General Alarm—When Alarm Sounds or Flashes Go to Your Station”. Engine room space does not have a working flashing red light and no alternative way to notify crew in event of an emergency. Vessel is restricted to Lakes, Bays, and Sounds (LBS). In addition to the manning requirement for LBS (5 total crew), one additional crew member shall monitor all personnel in the engine room and act as a notification in the event of an emergency.
