Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons under normal and emergency conditions. Duty Marine Inspector was made aware of a ruptured hydraulic hose in the steering system. Submit a video demonstrating satisfactory operation of the hydraulic steering system from full port to full starboard rudder and a root cause analysis and corrective action report signed by the vessel master prior to conducting commercial operations.
