The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. During inspection for COI, USCG Marine Inspector found that fire damper for EDG space was hard to operate correctly and that there were several cable runs that were not properly hung with metal bands as per ABS rules. 74 SOLAS (20 cons.) Design Verification and Periodic Safety Test Procedures (PSTP) documents…must be retained aboard the vessel. The PSTP procedures and documents onboard the vessel are for a “sister vessel” of a different hull number, and the PSTP procedures that the recent attending ABS surveyor was initially able to provide was also for a separate “sister vessel” of a different hull number; in addition, at the time of the inspection, there was no documentation for annual or other frequency PSTP checks that occurred within the preceding 12 months (the last recorded checks were mostly from July through November of 2024). Provide Class approved PSTPs specific to the vessel or Class letter providing that the PSTPs for the other “sister vessels” are approved and acceptable for this specific vessel, and ensure that all PSTPs have been completed/documented for 2025. 46 CFR 8.430 U.S. SUPPLEMENT TO ABS RULES … 2003 4-9-1/7

Intact stability for cargo and passenger vessels is to comply with the applicable parts of Subchapter S. Vesel has a Trim and Stability booklet that was approved 28OCT2010. Since this time, several modifications have been made to the vessel that include a vehicle ramp that was added to the transom and containers on an upper deck. Additionally, during inspection, vessel did not have Trim and Stability Book or a Stability Letter onboard. Determine need for stability review and make changes as required. Provide updated and approved Trim and Stability Booklet that reflects changes made since 2010 approval. Provide approved Stability Letter. Ensure approved documents are onboard vessel. 46 CFR 8.430 U.S. SUPPLEMENT TO ABS RULES … 2003 3-3-1/3.1

Electric installation and electric equipment particulary the newly added AC unit above the main engine room switch board, must be inspected to determine mechanical and electrical condition and performance.

Main switchboard enclosure has holes cut in top and AC ductiing piping run to the holes. Prove that this meets safety and construction requirements.

Vessel did not conduct drills during inspection. Conduct drills prior to commercial operation.

Unless expressly provided otherwise in this regulation, at least two widely separated and ready means of escape shall be provided from all spaces or groups of spaces. Upper Portable Accommodation Space (PAM) recently installed on top of another PAM located on the main deck has two (02) escape hatches located on the outside of each accommodation space. There is no means to climb down from the hatches indicated. Repair prior to using PAMS. IAW 74 SOLAS (2004) II-2 13.2.1

Life-saving appliances and arrangements required by this chapter shall be approved by the Administration. The rescue boat construction no longer meets 46 CFR 160.156, fiberglass patch exists on the stern gunwale. Unapproved repair.

All life-saving appliances shall be fitted with retro-reflective material where it will assist in detection and in accordance with the recommendations of the Organization. The rescue boats grab line was missing with attachment and the retro tape was defective.

Each OSV must be placed in Dry-Docking or hauled out for examination twice each 5 years with no interval between examinations exceeding 3 years. Vessel is past due a dry-docking. Vessel shall not operate for hire until a complete dry-docking exam has been credited. Vessel may proceed from laid up berth to Bollinger shipyard for dry-docking.

New dryer installed onboard is not wired in accordance with UL or 46 CFR 111. Dryer is not secured properly, wiring is not wired to code, and ventilation is insufficient. Prove proper installation to the satisfaction of attending USCG MI or attending ABS Surveyor.

SOLAS Training manual is not in the working language of the crew. Both English/Spanish versions do not match. Spanish version does not include updated equipment/procedures currently on board the vessel.

During testing of ship's fire pump, crew had all required valves closed and was unable to prove "ready for operation" to attending MIs. All valves have been opened and training has been conducted with the crew.

Fire Doors throughout vessel are not fully operational (self-closing), primarily in the stairway. Make adjustments and prove proper operation to attending USCG MI or ABS Surveyor.

Paint lockers on 02 deck have seized up dogs and wastage around knife edges, missing portions of gasket. repair and make adjustments to satisfaction of attending USCG MI or ABS Surveyor.

During testing of vessel's OWS (MEPC 107.49), Chief Engineer was unable to prove proper operation of OWS, no change was observed in the water coming from overboard discharge. Prove proper operation to attending ABS Surveyor.

Stbd side bridge buoy's plug is cracked and needs to be replaced. Replace to satisfaction of attending USCG MI.

Vessel's general alarm is not operable in the engine room or the tank farm. Prove proper operation to the satisfaction of the attending USCG MI or class surveyor.

Escape hatches from steering gear, cargo room compartments were not operational from the inside and shows signs of water egress. Make adjustments and prove proper operation to attending ABS Surveyor or USCG MI.
