Means shall be provided to control leaks of flammable liquids. PSCO observed oil pooled under the main engine in the bilge as well as below fuel oil transfer pipelines. Fuel oil transfer pipelines were also leaking oil. Multiple pipelines were covered with oil soaked lagging.
