IT MUST BE LOCATED AT THE TOP OF THE FLANGE FACE, MIDWAY BETWEEN BOLTHOLES, AND IN LINE WITH BOLTHOLE PATTERN. PSCO OBSERVED THE MISSING PERMANENT STUD FROM THE VAPOR CONNECTION REDUCER. 46CFR39.2001(j)
