Each survivial craft shall be stowed in a state of continuous readiness so that two crew members can carry out preparations for embarkation and launching in less than five minutes. During launching of the starboard lifeboat, the control wire for the winch brake snapped and braking from inside the lifeboat was impeded. Repair lifeboat and launching equipment. 74SOLAS(14) CH. III/Reg 13.

The condition of the ship and its equipment shall be maintained so that the ship will remain fit to proceed to sea without danger to the ship or persons onboard. The starboard lifeboat rudder and propeller blade's clearance was insufficient causing the blade to strike the rudder nozzle.
