46 CFR 176.814 / 30c - While operating in the water, the vessel experienced a loss of rudder control. Within the previous two weeks, two similar casualties (loss of rudder control) occurred within the Ride the Ducks of Seattle's fleet. Considering (1) the frequency with which vessels within the Ride the Ducks of Seattle fleet have lost steering the last two weeks,(2) steering (rudder control) is a critical system to the safe operation of a vessel, and (3) all vessels operated by Ride the Ducks of Seattle have identical steering systems, a flag state detention has been issued to this vessel. Repairs have been affected by the company's fleet of 8 vessels and they are authorized to continue operating. Prior to clearing this deficiency, the company must provide a root cause analysis for this series of similar casualties which takes into account a detailed description of the cause of the casualties and recommendations from the system manufacturer to prevent recurrence. This report must be submitted to our office within 90 days.
