The vessel experienced a high temperature alarm and shutdown on the port main engine due to the engine's closed-loop cooling water system losing all coolant. Determine the cause of the coolant system failure and make permanent repairs.

Immediately after the addressing of resultant safety concerns, the owner, agent, master, operator, or person in charge, shall notify the nearest Sector Office, Marine Inspection Office or Coast Guard Group Office whenever a vessel is involved in a marine casualty consisting in a loss of main propulsion that reduces the maneuverability of the vessel or an occurrence materially and adversely affecting the vessel's fitness for service or route. MSU Vicksburg received information from a third-party approximately 2.5 hours after the incident described in deficiency #01. The vessel's owner, master, operator, or person in charge did not make notification. Determine the cause of the failure to report and provide a corrective action plan to the satisfaction of the vessel's TPO.
