Issued 7 January 2022 Resolved
All the steering gear components and the rudder stock shall be of sound and reliable construction to the satisfaction of the Administration. Following a Captain of The Port (0582-21) order, PSCO conducted damage survey in regards to LOSS OF STEERING. Steering command was given from the bridge with no response from the steering gear. Captain switched modes with negative results in regaining control of the steering gear system. Control was transferred to emergency steering operations where control was regained. Control was then switched back to the bridge where control was maintained. PSCO examined vessel's bridge navigation equipment and steering gear components and found both systems were intact. Provide concurrence from Class Society to attest that system is operating properly or the course of action to be taken for repairs.

Resolution: BV Class surveyor tested steering system both mechanically and electronically with OEM steering technician with no abnormalities found. Def cleared.

Satisfactory means (in the form of guard rails, lifelines, gangways or underdeck passages, ect.) shall be provided for the protection of the crew in getting to and from their quarters, the machinery space & all other parts used in the necessary work of the ship. PSCO observed multiple locations on deck of excessive wastage to include railing, steps on ladderways, & a hole through the deck grate under the service boat. Cite: ILLC Reg. 25(4) Action:50c,a
