Vessel suffered a STBD clutch failure. Repair to the satisfaction of the TPO. Provide objective evidence to the USCG.

The STBD main diesel engine is sounding a high oil temperature alarm. Troubleshoot and repair the issue and clear to the satisfaction of an attending TPO Surveyor (Sabine).

Machinery must be designed and maintained to provide safe operation of the towing vessel under normal and emergency conditions. Starboard rudder was found missing or damaged, reducing steering and maneuvering capabilities of vessel. Repair starboard rudder to the satisfaction of TPO prior to towing operations. In accordance with CVC Policy Letter 17-10, the above deficiencies may be cleared by the operating company's TPO. TPO must submit a report to the cognizant OCMI within 72 hours of clearing the deficiencies.
