Low Location Lighting (LLL) blocked by various portable tanks and totes outside the garbage room located on the bulkhead deck. LLL blocked by furniture on deck 12 stairtower lobby. Escape routes shall be maintained in a safe condition, clear of obstacles. The starboard side door in the vessel's fitness center, which is part of an escape route is unable to be opened, and stuck. PSCO's observed inoperable lighting on the embarkation deck in the vicinity of lifeboats 4 & 10. While ships are operating within an emission control area, the Sulphur content of fuel oil used on board ships shall not exceed the following limits: 0.10% m/m on and after 1 January 2015. Vessel's exhaust gas scrubber system allowed by Regulation 4 & RO, lost suction to sea water due to high winds and ship list, resulting in exhaust gas emissions of 1.85% on two incidents totaling 92 minutes while within North American ECA.
