PSCO OBSERVED 3 OUT OF THE 4 VAPOR CONNECTION STUDS ARE TEMPORARY AND THE FOURTH STUD IS WELDED TO THE FLANGE AND COVER MAKING IT INCAPABLE OF USAGE. MUST BE CORRECTED PRIOR TO CONDUCTING CARGO OPERATIONS REQUIRING VECS, BUT NO LATER THAN AFTER NEXT DRY DOCK.
