Ships shall be designed, constructed, and maintained in compliance with the structural, mechanical and electrical requirements of a class society which is recognized by the Administration. PSCO's noted severe deterioration in the thermal insulation on the deck in the low pressure CO2 room. Directly under the low pressure CO2 room in the No.1 Deck Hold No.2, PSCO's observed unapproved repairs consisting of a soft patch of nonmetallic material in the overhead and multiple corroded areas. 74SOLAS(04) Ch.II-I Reg.3-1

Each container shall be clearly marked with date of packing and expiry, the production lot number, quantity, and instructions for consumption. PSCO observed the drinking water in the lifeboat as plastic jerry cans. 74SOLAS(24) III/31.1.1.1

Resolution: The Master of the vessel provided documentation (saved under DEF History DOC) from Class attesting that 15 car deck ventilator fans were overhauled and now found in good working.

The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. PSCOs were notified of a condition of class for the Starboard lifeboat davit winch that has a temporary repaired brake housing, which does not allow for proper launching operation, thus restricting the ability to function as designed. Vessel must meet proper repair deadlines by 18 April 2022 as per the condition of Class. SOLAS I/11 (a)

Resolution: SE Occasional Survey has been carried out. Lifeboat technician attended onboard and replaced temporary repaired brake housing of Lifeboat Davit Winch (Starboard) by new spare part at this port and carried out performance test with satisfactory result.

Recovery time of the rescue boat shall be not more than 5 mins in a moderate sea condition when loaded with its full complement of persons and equipment. If the rescue boat is also a lifeboat, this recovery time shall be possible when loaded with its lifeboat equipment and the approved rescue boat complement of at least six persons. PSCOs were notified of a condition of class for the starboard side lifeboat which is also a rescue boat, lifeboat has a temporary repaired brake housing davit winch, which does not allow for a full complement of crew during launching operations. 74SOLAS(20)III/17.4

Each ballast water management system (BWMS) manufactured under Coast Guard approval must have a nameplate securely fastened to the BWMS and plainly marked by the manufacturer with a Coast Guard approval number assigned to the BWMS in the certificate of approval. Vessel's BWMS nameplate did not display the Coast Guard approval number or the Maximum Allowable Working Pressure. 33 CFR 151.1510, 46 CFR 162.060-22(b).
