Masters, chief engineer officers, chief mates, second engineer officers and any person with immediate responsibility for loading, discharging, care in transit, handling of cargo, tank cleaning or other cargo-related operations on oil tankers shall hold a certificate in advanced training for oil tanker cargo operations. PSCO observed Chief engineer and Second engineer does not have a Flag state endorsement for the certificate in advanced training for oil tanker cargo operations. Request a clarification from the certificate issuing authority for a continues acceptance of Chief engineer and Second engineer certificates. Certificates of Proficiency confirming that they have received that training, and hold the relevant endorsement on the Bermuda STCW endorsement. STCW Code V/1-1.3
