The emergency shutdown failed to function as required due to improper installation of cable near the cargo pump engine. Test exhaust flap and found it functioned sufficiently to shutdown engine. Correct prior to conducting cargo discharge.

Resolution: Relocated the connector that was hanging on the pulley restricting the shutdown mechanism from functioning.
