Oil filtering equipment shall be designed and approved by the administration and shall be such as will ensure that any oil mixture discharged into the sea has an oil content not exceeding 15 ppm. The OWS would not operate properly at the time of the inspection. The ship's crew repaired the OWS and the PSCO witnessed preoper operation.
