The master, owner, operator, agent or person in charge of any vessel equipped with ballast water tanks that operates in the waters of the United States must follow these practices: Remove fouling organisms from the vessel's hull, piping, and tanks on a regular basis and dispose of any removed substances in accordance with local, State and Federal Regulations. Vessel observed with significant marine growth on its hull. Prior to returning to U.S. waters, remove all fouling organisms from the vessel's hull. Resolution: Vsl crew had replaced the fuel hose to the engine several weeks prior and had air in the system which caused the engine not to start. Air was bled and engine tested to the satisfaction of attending PSCO.
