The equipment should be capable of producing inert gas with an oxygen content at no time greater than 5% by volume subject to the special requirements of Chapter 17.
PSCO observed PSA nitrogen generator plan out of order. As the vessel has Type "C" tanks, dry air is sufficient for environmental control in the spaces surrounding the tanks. However, vessel is NOT authorized to carry those products listed on the Subchapter "O" endorsement which by Chapters 17 and 19 require inert gas in the vapor space, prior to the repair of the PSA plant to the satisfaction of the Coast Guard.
