The current SMS procedure for inspection of bunker tanks are on a 60 month cycle. A review of the frequency of bunker tank inspections with through piping penetrations are not specified and shall be addressed. (74SOLAS(14) IX/3.1), (ISM CODE 10.3)

The condition of the ship and its equipment shall be maintained to conform with the provisions of the present convention to ensure that the ship in all respects will remain fit to proceed to sea without presenting an unreasonable threat of harm to the marine environment. The vessel suspects a bunker fuel leak from the 1S fuel tank is leaking fuel into the ballast discharge line. The vessel was issued a NOV for discharge of oil into U.S. waters by Sector Houston-Galveston IMD. The vessel shall submit a repair plan and class report attesting that repairs have been conducted prior to arrival at next U.S. port after sailing foreign. (MARPOL I/ 6.4.1)
