Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. Cracking/damaged area of free-fall lifeboat's lower aft port seam has exposed the internal layer of the hull, allowing no protection from sea water entering into the hull's internal area.
