EXCEPT WHERE OTHERWISE STATED, THE NORMAL EQUIPMENT OF EVERY LIFEBOAT SHALL CONSIST OF A FOOD RATION TOTALLING NOT LESS THAN 10,000KJ FOR EACH PERSON THE LIFEBOAT IS PERMITTED TO ACCOMODATE; THESE RATIONS SHALL BE KAPT IN AIRTIGHT PACKAGING AND BE STOWED IN A WATERTIGHT CONTAINER. Failure of electrical component on governor of main engine, caused loss of propulsion. Engineers stated that faulty part is not neccesary for safe operation. Part has been removed and engines have been retarted; governor is working normally. Class needs to be notified and must approve vessel movement.

Vessel is past the compliance date extension, the vessel cannot discharge untreated ballast in U.S waters until an approved bwts is onboard and operational. 33CFR151.2050(g).

Resolution: Received, reviewed and accepted proper documentation, ballast water management plan was updated to reflect discharge of ballast in U.S. not allowed since vessel is past its compliance date.
