The construction of doors and frames in class "A" division, with means of securing them when closed, shall provide resistance to fire as well as to the passaage of smoke and flame equivalent to that of the bulkheads in which the doors are situated. PSCO observed extension cord interfering with complete closure of class "A" division doors.

While ships are operating within an emission control area (ECA), the sulfur content used on board ships shall not exceed 0.10%. The PSCO discovered that the vessel has been operating within the North American ECA on 17FEB16 utilizing fuel oil that does not comply with the MARPOL Annex VI ECA sulfur limits. MARPOL VI/14.4.3. 17c.
Condition: Improper/Lack of Maintenance

Resolution: Verified bunkers received in STT to be ultra low sulfur containing <0.10% sulfur complying with MARPOL Annex VI.
