The PSCO discovered that the vessel has been operating within the North American ECA on 17FEB16 utilizing fuel oil that does not comply with the MARPOL Annex VI ECA sulfur limits. MARPOL VI/14.4.3. 17c.

The emergency source of electrical power shall be capable of supplying all services that are essential for safety in an emergency. Emergency generator would not take a load. After changing fuel filters and purging air from the line the emergency generator was able to maintain 1800 rpm and carry the electrical load.
