VESSEL HAS AN AUTHORITATION LETTER FROM FLAG STATE AUTHORIZING THE VESSEL TO TEMPORARILY SAIL WITH A MALFUNCTIONING VDR UNTIL 15NOV21. VESSEL COULD NOT PROVIDE PSCO'S WITH A REPAIR PLAN SHOWING THAT THE VDR WOULD BE REPAIRED AND FULLY OPERATIONAL PRIOR TO THE FLAG STATE AUTHORIZATION LETTER EXPIRATION DATE.

The railings on the starboard deck inboard side, which also serve as an electrical conduit have broken welds and are completely disconnected in some areas, being supported by the cables.
