Vessel sustained power loss multiple times, and believe that it is due to water in fuel. Vessel is grant permission to go to dock from Morgan City AOR to Crosby Topside Facility light ship and assisted to effect repairs to the power generation system in Houma's AOR.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel identified no prop wash coming from STBD side while underway. Conducted propulsion test and verified only the port prop was operating. Vessel is authorized one time transit only to Crosby Marine in Houma, LA for repairs per the dead ship tow plan submitted on 8May2021. Conduct appropriate permanent repairs and provide technician report from TPO attesting to cause of casualty, repairs conducted, and satisfactory operational test.
