Each towing vessel must be fitted with a general alarm that is capable of notifying persons in any accomodation and work space and in the engine room. In the engine room, where background noise makes a general alarm hard to hear, a supplemental flashing red light that is identified with a sign that reads "Attention: General Alarm- When Alarm Sounds or Flashes, Go to Your Station". General alarm bell in galley and second deck and light/bell combo in Engine Room were not operating. Repair general alarm components before operating vessel.
