Each child size life jacket must be stowed in a location that is appropriately marked and separated from adult life jackets so the child size life jackets are not mistaken for adult life jackets. There was no seperation between adult and child lifejackets onboard. O/O to appropriately seperate adult and child lifejackets from each other to satisfaction of attending marine insepctor. 46CFR180.78(a)(5)

Each rescue boat and ring life buoy must be marked with Type II retro reflective material approved in accordance with 46 CFR 164.018 or other standard specified by the Commandant. The arrangement of the retro reflective material applied after March 11, 1996, must be as specified by IMO Resolution A.658(16). Vessel's ring life buoy was missing type 2 retro reflective tape. O/O to install retro tape IAW resolution A. 658 to satisfaction of attending marine inspector. 46CFR185.604

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. Vessel's first aid kit had expired items. O/O to renew or replace kit to satisfaction of attending marine inspector. 46CFR184.710

Each life jacket, immersion suit, and ring life buoy must be marked in clearly legible block capital letters with the vessel's name. Vessel's ring life buoy did not have the vessel's name stenciled on it. O/O to properly mark ring life buoy to satisfaction of attending marine inspector. 46CFR185.604(b)

The master of a vessel, except a vessel listed in § 185.502(a) of this part, shall keep a correct, written count of all passengers that embark on and disembark from the vessel. Prior to departing on a voyage, the passenger count must be communicated verbally or in writing, and available ashore at the vessel's normal berthing location or with a representative of the owner or managing operator of the vessel. The passenger count shall be available to the Coast Guard upon request. O/O was not communicating vessel passenger count ashore for recording/tracking. O/O to implement passenger count tracking to satisfaction of attending marine inspector. 46CFR185.504

The owner, charterer, master or managing operator shall instruct each crew member, upon first being employed and prior to getting underway for the first time on a particular vessel and at least once every three months, as to the duties that the crew member is expected to perform in an emergency. O/O had no documentation showing new hires were trained IAW club procedures. O/O to implement new hire training program. 46CFR185.420(a)

On a vessel of at least 26 ft in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in a machinery space bilge. The vessel's high water alarm at the operating station was inoperable. Prove proper operation of high level alarm to satisfaction of attending Marine Inspector.
