All lifeboats shall have rigid hulls and shall be capable of maintaining positice stability when in upright position in calm water and loaded with their full complement of persons. PSCO notified of facility skyway extending over pier which allided with #22 lifeboat causing two hull punctures. 74 SOLAS (14) III/34 LSA code 4.4.1.1
