PSCO observed cargo securing manual does not specify portable cargo securing devices and there are no records of inspection and maintenance for both portable and fixed securing devices.

Not less than 12 rocket parachute flares, complying with the requirements of the section 3.1 of the code, shall be carried and be stowed on the bridge near the navigational bridge. PSCO observed 12 rocket flares were not readily available on the bridge.

Resolution: Crew provided 12 serviceable rocket flares for the bridge and stowed them near the navigational table.
