On ships carrying flammable or toxic products or both, a water spray system for cooling, fire prevention and crew protection should be installed to cover exposed cargo tank domes and any exposed parts of cargo tanks and cargo liquid and vapor discharge and loading manifolds. Upon activation of deck water spray system, PSCO observed inadequate coverage of water psray covering #1 cargo tank top and associated piping as well as port and stbd manifolds.

In the case of cargo tanks permitted to have more than one relief valve setting, the changing of set pressures inder the provision of 8.2.6, and the corresponding resetting of the alarms referred to in 13.4.4 (high pressure alarms) should be carried out under the supervision of the master in accordance with the procedures approved by the administration. Vessel is authorized 0.25 bar seagoing and 0.45 bar in harbor MARV settings. Ship's procedure does not clearly specify changing of alarm set-points (0.22 bar for seagoing, 0.40 bar for in harbor) when shifting between the two. Each cargo tank should be provided with means for indicating pressure. Instruments should be tested to ensure reliability in the working condition and recalibrated at regular intervals. Pressure gauges for tanks #3 and #4 were found inoperative during October 2017 dry-dock and threrefore, unlike other cargo tank pressure gauges, were not calibrated/verified to be accurate during DD (objective evidence= Force technologies servicing report). Remote readout from pressure sensor is provided in CCR but the accuracy of the readouts cannot be verified/compared to the local gauges. 74 SOLAS (14) VII/13.1 REF IGC 13.1 50ac
