A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford protection against hazards to life, property, and the environment.`The following work list items shall be rectified at next scheduled dry dock: a. Numerous pinholes found through out the engine room bulkhead. b. Starboard side engine room contains piping passing through bulkhead without appropriate fire or weathertight seal. c. Forward emergency escape door found to not have weathertight seal when closed.
