THE DESIGN SHALL HAVE REGARD TO MATERIALS USED IN CONSTRUCTION, THE PURPOSE FOR WHICH IT WILL BE SUBJECTED AND THE ENVIRONMENTAL CONDITIONS ON BOARD. PSCO OBSERVED POOLING OIL IN THE ENGINE ROOM ON THE MAIN ENGINE, BY A FUEL OIL PURIFIER, AND ON PIPING LAGGING.
