Following installation, the master, owner, operator, agent, or person in charge of the vessel must properly maintain the BWMS in accordance with all manufacturer specifications. Vessel's ballast water management system is inoperable. Vessel shall not discharge ballast water into U.S. waters. Vessel plans to take on ballast water at Port of Stockton while at berth and will not discharge ballast in port or within 12 nm of U.S. waters.

PSCO observed cargo discharge pump emergency stop button located at the starboard manifold with modified electrical wiring not approved for use within the hazardous location. Resolution: Received, reviewed and accepted class report from NKK stating the deficiency was rectified. Electrical box housing and cabling have been renewed with proper packing gland, making it safe for hazardous areas.
