Resolution: Received class report from ABS stating deficiency have been rectified. The class report stated: Changed o-rings on injectors and pump, tested under pressure and slow ahead start, no excessive oil leaks observed.

0635-launch arrangt. For rescue boats- Before the ship leaves port and at all times during the voyage, all lifesaving appliances shall be in working order and ready for immediate use. PSCO observed crew unable to launch and recover rescue boat with electrical winch. After approximately 20 minutes winch restored. PSCO also observed seized sheave on brake release cable causing cable to become unspooled. SOLAS (04) 74 a III/20 10c
