The arrangement onboard the ship for the extraction of samples from the 15 ppm bilge alarm should give a truly representative sample of the effluent with adequate pressure & flow. PSCO observed 02 valves in the sample extraction line. 01 valve is shown in approved piping diagram. Instructions to open 01 valve in sample line prior to OWS operation is posted at OWS unit. PSCO believes the installed valves in the sample line can prevent the OCM from receiving a truly representative sample of the effluent. Furthermore, PSCO was provided with OWS manufacture, Class approved piping diagram showing 02 valves installed in OWS sample lines. The two Class piping diagrams conflict with each other. – MARPOL 73/78 Annex 1 Reg. 14.7 & MEPC 107(49) 6.2.2 – (50ac)
