PSCO discovered inadequate training for use of the ship’s BWMS evident by the crew believing the system could originally could treat on discharge or via recirculation. The SURUI BalClor BWMS is not capable and not designed to treat on discharge or via recirculation. Vessels shall have a master and crew trainer properly on ballast water management and treatment procedures. 33 CFR151.2050(h).

PSCO discovered that the ships SMS did not contain any instruction regarding the BWTS, including procedures for operation, training requirements and record keeping for identified personnel, maintenance checklists, procedures and record keeping, and troubleshooting procedures.
