Where electrical equipment is installed in gas-dangerous spaces or zones, it should be to the satisfaction of the administration and approved by the relevant authorities recognized by the Administration for operation in the flammable atmosphere concerned. Warning signal lights for cargo tanks #1 and #4 were found wrapped and caulked. Administration shall verify installations are installed in accordance with IEC standards and are safe to operatie in hazardous locations. IGC CODE 93ed. 10.1.5 To the satisfaciton of the Administration and to the satisfaction of the Coast Guard.

Gas detection equipment should be so designed that it may be tested. Suitable equipment and span gas for this purpose should be carried on board. During test of cargo gas detection equipment, PSCO learned that crew is using cargo to test system. Crew could not show proper test of gas detection equipment. Crew tested four locations using two different span gas (50% LEL and 8% by Vol.) with no readings on equipment. In addition, crew tested "no flow" alarm from four locations on suction side of solenoid valves. PSCO noticed both flow meters showed flow with positions blocked and that local detection alarm panel never received alarm.
