Except as provided in paragraph (d) of this section, this subpart applies to each self-propelled vessel that—
(1) Carries oil of any kind as fuel for main propulsion;
(2) Is not a tank vessel or is not certificated as a tank vessel;
(3) Operates upon the navigable waters of the United States, as defined in 46 U.S.C. 2101(17a); and
(4) Is 400 gross tons or more as measured under the convention measurement system in 46 U.S.C. 14302 or the regulatory measurement system of 46 U.S.C. 14502 for vessels not measured under 46 U.S.C. 14302. Vessel is measured as 630 GT ITC under 46 U.S.C. 14302 and as such must have an approved NTVRP.
The vessel owner currently has an approved NTVRP covering five of the seven vessels operated. As such, a 30 day requirement is issued to amend the current plan adding this vessel.

The permit DOT-SP-20474 does not address provisions or exemptions related to 49 CFR 176, Carriage by Vessel, and there has not been any other applicable permits provided. Unless otherwise permitted or exempted through a separate PHMSA Special Permit, vessel must meet the applicable requirements of 49 CFR 176, to include stowage and construction requirements, prior to the carriage of Dragon Capsules, unless previously authorized by other correspondence from the Coast Guard.
