Resolution: PSCO verified starboard aft mooring winch hydraulic leak was corrected by reinstalling threaded plug in reservoir with teflon tape, no evidence of leaking was present and reservoir site gauge indicated appropriate hydraulic fluid level.
The condition of the ship and its equipment shall be maintained to conform with the provision of present regulations. As identified at a previous PSC exam, a technical deficiency required attendance by class and was not addressed in the required timeline
