The sewage treatment system chemical level indicator device must be equipped with a means of indicating the amount in the device of any chemical tha is necessary for its effective operation or a means of indicating when chemicals must be added for the proper continued operation of the device. PSCO observed an inoperable chemical treatment pump that the Chief Engineer was manually adding chemicals with a bucket. SOLAS 74(a) 2014 I/11 and 33CFR 159.65 17AC

PSCO coul not perform a function test on OWS. When tested in recirculation, OWS would trip at being over 15ppm; valve was openand black water came out.
