Observed unsatisfactory 5' x 7' repairs to #2 port and #3 stbd void tank side shells. Ship yard did not posses welding procedures or welder certifications. Crop and renew previous repairs and produce evidence of welding procedures and certs prior to operations.

Resolution: Attending marine inspector examined welding procedures and qualification for two yard welders. Satisfactorily examined insert and air tested to 1.5 psi.
