An International Pollution Prevention Certificate for the Carriage of Noxious Liquid Substances in Bulk shall be issued, after an initial or renewal survey in accordance with the provisions of regulation 8 of this Annex, to any ship intended to carry noxious liquid substances in bulk and which is engaged in voyages to ports or terminals under the jurisdiction of other Parties to the Convention. Vessel's IPPC NLS Certificate and CAA include cargoes that are listed under chapter 17 of the IBC code. Prior to carriage of cargo internationally, update the vessel's CAA and IPPC NLS to reflect authorized cargoes. MARPOL II/9/.1

Found cargo tanks 4P,4S,5P,5S individual P/V valves piped into the common vapor header without means of isolation. Barge is not authorized to carry any incompatable cargos in 4P,4s,5P,5S cargo tanks.

Ballast crossover line (located in the aft rake of the barge) has a check valve that is leaking BW into the aft rake. Unregulated flow and accumulation of BW into the void brings into question the calculated stability & trim of the barge. When the crossover line is utilized, crew is directed to conduct inspection every 6 hours and remove any accumulations by appropriate methods. Crew shall repair the check valve no later than 13 May 2023. Any changes to the current flow rate of water ingress shall be reported to the local OCMI. To clear the deficiency, [name withheld] Master is directed to provide attestation of the repair's tightness w/ their MMC number listed on the statement.

Instrument cluster for the starboard side cargo pump's prime mover was inoperable. Replace/repair in accordance with the manufacturer's specifications.

Armored cable in way of starboard side running light and port side high level alarm was wasted and no longer electrically continuous. Replace/repair armored cable.

Provide EIAPP documents for John Deere model generators.
