Vessel has a permanent battery trickle charger connected the battery using a extension cord. Extension cord must not be used as a permanent connection to a source of electrical power. Hard wire trickle charger so the is does not rely on a temporary extension cord to the satisfaction of the attending Coast Guard marine inspector.

Fire pump was leaking water from seal into bilge. Pump produced satisfactory pressure but requires maintenance in order that pressure is not reduced in the future. Each towing vessel must have a self primming fire pump, fire main and nozzles. Repair fire pump leak to the satisfaction of the attending Coast Guard Marine Inspector. Maintain portable fire pump onboard until repair of main fire pump.

Resolution: MI observed fire pump operational and discharge of seawater at the hose nozzle. Master stated the pump had been shut down improperly with led to the pump not being primed on start up.

MI observed oil leak on the outboard aft end of starboard main engine. Oil leak originated from the the valve cover and was dripping into bilge.
