The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons onboard. PSCO observed emergency generator unable to start with primary battery. Additionally after starting hydraulically, crew was not able to stop the emergency generator via switchboard. While attempting to stop, sparks emitted from the engine.

PSCO observed port FWD vapor line connection at manifold leaking. Crew tightened flange, no further leak.
