PSCO observed vessel did not have Cargo Record Book on board. Vessel must have Cargo Record Book onboard prior to loading of Annex II cargoes. MARPOL Annex II/15.1 Prior to loading of Annex II cargoes to the satisfaction of the Coast Guard.

Resolved 25 August 2009
Resolution: Sector Delaware Bay received class report that the Port Side Slop Tank P/V was replaced with a spare that was on board. the pressure and vacuum valve were tested and the flame screens checked. All were found satisfactory by the class surveyor.
