A chemical tanker shall comply with requirements of the IBC code... Independent cargo tanks shall be Electronically bonded to the hull. All gasketed cargo pipe joints and hose connections shall be electronically bonded. PSCO observed multiple (ie. Annex I line, IG line ivo shore connection and P/V breaker) bonding connections missing, and several installed bonding connections were installed without using proper bonding straps. 74SOLAS(14) CH VII, Reg 10 (IBC Code, CH10.2) 17ac

A chemical tanker shall comply with requirements of the IBC code...Where electrical equipment is installed in hazardous locations it shall be to the satisfaction of the administration and certified by the relevant authorities for operation in the flammable atmosphere concerned, as indicated in column i in the table of CH 17. PSCO observed several missing and loose screws/bolts on multiple MARFLEX cargo pump electrical connection terminal boxes. As per manufacturer missing components on pump could compromise the pumps explosion proof seal. PSCO also observed 01 light fixture on deck, without proper seal. 74SOLAS(14) CH VII, Reg 10 (IBC Code, CH10.1.5) 17ac

Port State Control Officer observed daylight shining through the top portion of the weathertight door leading from the steering gear room emergency escape route to the aft deck,rendering it not weathertight.
